The term applied to the control which labor unions have over the supply of labor and the labor market in order to obtain wages and working conditions favorable to a particular group of employees.
Note :
Sometimes the claim of monopoly control applies to individual craft groups; occasionally, it may apply to an entire industry as, for example, the claim that a stoppage of work by the United Steelworkers constituted monopolistic control over all labor in the steel industry. Occasionally the term is applied to a union which had a closed shop as well as a closed union which denied entry into a particular trade and thus controlled the supply of potential labor to the labor market. The term in recent discussions has been applied to the total power which labor unions have in our industrial society. The May 1962 report on Free Collective Bargaining issued by the President's Advisory Committee on Labor-Management Policy contains statements by two industry members with regard to the claim of monopoly power and the comments by the labor members of the Committee refuting that contention.
