Wages Councils: bodies set up by government in some countries or dependent areas to determine wage rates and conditions of work for certain groups of workers, most often when the workers are not organised (and therefore unable to do something for themselves) and there is a public feeling against the low wage rates being paid.

A Wages Council is usually established for the workers in an industry or service and it will probably include representatives of both workers and employees in that industry in addition to government representatives. When the Council has reached agreements, its findings will be published and a certain period given for objections to them to be received by the Council. Subsequently, the Council's decision will be formally submitted to the government which will usually approve them and they then become statutorily binding in that industry or service.
A Wages Council can be set up when the government itself considers that there is no adequate machinery for regulating wages or when a group of workers make an application for it. The establishment of such a body may encourage organisation among both workers and employers in that industry and it has been known for a wages Council to lead to the development of a voluntary joint council consisting only of employers' and workers' representatives to determine wage and conditions in that industry. A further important point should be made about wages councils. In a predominantly agricultural country, the wages and conditions of the organised, urban workers will be depressed because of the much lower standards prevailing among the rural workers (e.g. those working on plantations). It is therefore in the general interests of all workers to see that the rural rates are raised and it might be more effective to seek the establishment of a Wages Council for land workers than to wait until they are actually organised in unions.Terme :
