The authority claimed by a union to represent certain groups of workers either in a specific type of work or occupation in a particular industry or industries or in a certain geographic area.
Note :
The claim of jurisdiction may come from a grant, by AFL-CIO, of a charter giving a union the right to organize employees in a particular area, both as to work or industry. Sometimes the jurisdiction of a union in a particular area may come from a grant extended to it by the national or international union. The term may apply to the authority of a particular union over certain employees or groups within a plant where more than one union has members. The particular union's jurisdiction would be confined to those members covered by its own collective bargaining agreement. Sometimes the claim of jurisdiction does not rest on a charter from the parent organization or the international union, but stems entirely from the fact that employees have been organized by the union and it negotiates for them or has obtained the exclusive bargaining rights as the result of an election held by the National Labor Relations Board or a state board. The jurisdictions of unions not affiliated with AFL-CIO depend almost completely on the extent to which they are able to persuade workers to join their organization. Union jurisdiction or claim of jurisdiction will vary over a period of time as the changes in industrial technology lead to the use of new materials, new machinery, and new facilities, so that the union itself must take cognizance of these changes and seek to maintain membership in that particular area of production or extend to other areas should employment decline within its own previous jurisdiction.
