Specifically, measures or strategies which bear on overall alcohol consumption with the aim of reducing the occurrence of alcohol-related problems. The aim is to create an environment which helps people make-healthy choices and renders unhealthy choices more difficult or expensive.
Note :
The overall problem of drinking can be best addressed by understanding and influencing the total and dynamic context of society's drinking. Effective policies cannot be modelled exclusively in terms of small elements of the continuum, or extremes of behaviour. Prevention measures which influence the generality of drinkers will often also have an impact on heavy or problem drinkers. Many target problems are widely distributed in the drinking population, rather than being concentrated among only heavy drinkers.
