Permselective membrane made of ion-exchange material containing anionic groups fixed to a resin matric which is in electroneutrality with mobile cations in the interstices of the resin. When the membrane is immersed in a solution of an electrolyte, the cations in solution (counter-ions) can intrude into the resin matrix and replace the cations initially present, while the anions in solution (co-ions) are prevented from entering the matric by repulsion by the aniions affixed to the resin.
