A strong paper used as insulation around electric cables.

A strong rope or kraft paper, made on a Fourdrinier or cylinder machine, generally acid free, used for winding electrical cables.

Note :

Strength is essential, as the paper is cut into very narrow widths for winding round the individual wires which make up the cable. Significant properties are freedom from holes and electrically conducting particles ((...)). After wrapping, the cables are treated with various impregnating agents and encased lead sheaths.
