Descriptive of any group being pushed out of a market; specifically the term has been used to describe ways in which the demand for credit by the private sector may be crowded out of the financial markets by the stronger and inflexible demand of the public sector.
In the notion of crowding-out, public expenditure is cast in the role of retarding the expansion of the econony, rather than in the more frequently attributed role of over-stimulating it. In practice, depending on circumstances, either characteristic may temporarily dominate the market as the public and private sectors compete for funds.Termes :
